I've tried creating a new server and adding from 1 to 19 bots and when the map loads I'm the only person on the map. What am I doing wrong?

Look up event scripts, Its an add-on that you can install little plug-ins to help manager your server.

Look up bot in the search bar first and see if they have anything that can manager bots at start up.
