I have a dedicated server running Windows server. We have CSS up and running with Mani Admin.The server box itself is a dual Xeon Quad.
The thing runs fine, but I'm having rates issues. I've never seen this before and I can't find a way around it and I would appreciate any help.

We have sv_maxcmdrate 100 and sv_maxupdaterate 100. Also have set 100 tic and 600 max_fps. In game I run net_graph 3 and I can see what the server is running when I play.

Here's the problem. I get the 100 cmdrate, but I can only get a max of 60 updaterate. If I go to console ingame and type cl_updaterate, it reports back that it is set to 100. ????? I checked every line in the config files for server.cfg and mani_server.cfg and I can't find a single thing that would limit this to 60 which is the default.

Could someone point me in the right direction here? I'm at a loss and just can't find anything that should be limiting me. Any help would be appreciated.

I recently installed CSS with metamod and Mani and have meta loaded in the beginning and laod mani via metamod.

But even though I have -tic 100 in the command line, it still only gives me 66 tick on the IN of net_graph 3.

Is it possible it could be something on the box that is limiting the throughput?
