Ok so lately I got a new 8800GT, and I went to play CS:S, and after a while the game froze, so I was forced to alt tab out and in, this fixed it for a while but it would do it again later. I checked console and the message it said,

NET_SendPacket Warning: WSAEINTR : 202.60.88.4:27035

I am capped atm, so apparently that's the problem, but I also turned off antivirus, which a friend said would help. It is still doing it, so I am wondering, is being capped the problem, because sometimes it doesn't have that error in console, and I'm wondering what can I do to fix it?

He said my options were to either overclock my PC, which I am not doing, or buy a new CPU.
